In one of the largest studies in human history it has been found that there is Zero evidence of “Asymptomatic” transmission of SARS-Cov2

“All city residents aged six years or older were eligible and 9,899,828 (92.9%) participated. No new symptomatic cases and 300 asymptomatic cases (detection rate 0.303/10,000, 95% CI 0.270–0.339/10,000) were identified. There were no positive tests amongst 1,174 close contacts of asymptomatic cases. 107 of 34,424 previously recovered COVID-19 patients tested positive again (re-positive rate 0.31%, 95% CI 0.423–0.574%)“..

The Halifax Explosion provided the opportunity for an “experiment in public health” that was meant not only to restore but also to improve the city and its population in the process. The restructuring that occurred during the restoration was influenced by pre-existing ideals and prejudices which were reflected in the goals of the newly formed committees in charge of the reconstruction. The primary emphasis on improvement as well as control was the result of existing regional concerns regarding the emigration of the province’s most “desirable” stock, in the form of healthy, educated young men and women, to central Canada and the eastern United States. Public health reforms reflected the eugenic goal of improving the overall quality of the population through education, surveillance, and inspection, resorting finally to institutionalizing people who public health officials determined were genuinely deficient”…

When I was 13 years old the television news told me that some disabled people were going to be compensated because until 1972 the Alberta Public Health bureaucracy had been forcibly sterilizing them so that they could not “endanger” the general population by passing on their traits. I remember finding this strange, why would “Public Health” be engaged in behavior that my Father and his generation crossed an ocean to obliterate. What I didn’t know is that Public Health has  a very dark and authoritarian history. Public Health officials have been responsible for everything from forced sterilizations and lobotomies to the knowing and willful injection of unsuspecting blacks with syphilis in Tuskegee.  And lets not forget that some of the first legislation passed by the nascent Nazi regime were the Public Hygiene Laws under the rubric of Volksgesundheit, in English Public Health.

In democratic societies, the needs of public health sometimes require citizens to make sacrifices for the greater good, but in Nazi Germany, public health — Volksgesundheit — took complete precedence over individual health care.

The Public Health bureaucracies throughout the western world share much of  the same DNA with the genocidal “science” of Eugenics that was hugely influential throughout Europe and North America from the turn of the century to the rise of the Nazi’s.

“Advocates for an expanded national role for public health proposed legislation to the US Congress in 1897 that recited openly eugenic goals when they called for the collection of statistics related to marriages. Those studies would identify people “liable to produce physically and mentally defective offspring” and provide “information leading to race improvement through better marriage selection” (“Bill to Establish,” 1897, 1194). In the twentieth century, the newly named Public Health Service continued eugenic advocacy. Officers of the Service supported the conclusion that social problems could be cured by eugenic interventions and argued that “eugenics is a science. It is a fact, not a fad”

   Public Health and Eugenics share basic foundational beliefs chiefly the idea that their perception of the collective good outweighs all individual rights, and the belief that the state can, and should, use coercive force to enforce their ideologies on all of us. Public Health and Eugenics were both well aware of the importance of guiding public opinion in pursuit of their goals through control of the media. You may have noticed some of these proclivities in play lately.

Telling people to ignore any questioning is nothing new for Health Canada. This is a short excerpt from a book issued to expectant mothers in 1943. It instructs them in everything from what card games to play, what to eat, and exhorts them to keep up with their household duties, and not to listen to anyone who dared tell them different

If you think Eugenics is an artifact of some ancient past take note that UC Berkeley School of Public Health fund in support Eugenics research was only frozen in 2018 and repurposed this year. Most people believe that Eugenics died in the ashes of Berlin but in 1956 this article appeared on the subject of public health in the British Medical Journal

“It is true also that what can be done elsewhere depends in part on what the public opinion of the country allows; preventive health services are bound to interfere with individual liberty, whether they condemn a slaughterhouse or send a patient to a fever hospital, and if they aim at mental as well as physical health they must be prepared to separate mothers from children and to supervise the lives of people who would like to be let alone. This may involve wider powers and responsibilities for the medical officer, but he has already some responsibility for the mentally disabled, and public opinion will certainly support him in any reasonable preventive measures. There is a danger, none the less, that by too much insistence on measures which have not been well considered, by too much official visiting and advice, the Mental Health Services may forfeit the co-operation without which they will certainly fail–co-operation from the general practitioners, the schoolmasters, the parents, and the public at large.”.

 Public health from its inception had goals that could only rationally be described as societal control. The thin patina of scientific medical expertise gave them immunity from many of the restraints placed on other organs of the state. Under the rubric of public health women could be confined physically strapped down and sterilized against their will, mentally Ill people were lobotomized. Public Health officials deemed them unworthy, as posing a danger to society. Laws were passed throughout the western world by legislators who bowed to the expertise of Public Health officers abrogating the most fundamental principles of democratic and basic human rights. Any of that sounding familiar.

This chapter details historical points of connection between the field of public health and the eugenics movement in the United States, and explores the ethical significance of public health genetics in light of that history. It explains how attention to both eugenics and public health grew simultaneously in the twentieth-century United States, and how both fields contributed to the growth of laws that emphasized the use of the police power to constrain reproduction and immigration among certain groups as a means to advance efficiency and social progress. The chapter suggests that an emphasis on the prevention of problematic hereditary conditions supplies a similar motive for a new public health genetics today.

Public health has always had close ties to Oligarchical power. The elites have always sought to control the population to their own benefit. From the site of the Rockefeller Foundation

The Rockefeller foundation along with the Ford, Harriman and Astor families were integral in the grant that established the Cold Harbor Laboratories in New Jersey in 1907 and its associated Eugenics Record Office.

This tradition is carried on by the likes of Bill Gates and Klaus Schwab through their Foundations.

Eugenics and Public Health use the Judiciary and Legislatures to advance its authoritarian ideology. The best example being the US Supreme Court decision for Buck v. Bell in which a Mandatory Vaccination Law was used to legalize Eugenic sterilization. You again may have noticed a sudden resurgence of this behavior

Judge Oliver Wendell Holmes, Jr. infamously claimed that “Three generations of imbeciles are enough” in his US Supreme Court decision for Buck v. Bell, which allowed compulsory eugenic sterilization (1927). Holmes’s preceding sentences, though, provides a window onto a broader conversation about the powers of government to interfere with individual liberty: “The principle that sustains compulsory vaccination is broad enough to cover cutting the Fallopian tubes. Jacobson v. Massachusetts, 197 U.S. 11.” By referencing what has been called “the most important judicial decision in public health” (Gostin, 2005)—the 1905 US Supreme Court decision that the government could compel citizens to be vaccinated against their will—Holmes explicitly connected eugenic policies and public health practices.
Public health historians have shown that agencies in the US and Canada were complicit in programs of eugenic sterilization based on assessment of mental capacity, race, and immigration status (Kline, 2012; Pernick, 1997; Stern, 2005; Strange & Stephen, 2012). Anne-Emanuelle Birn and Natalia Molina address the institutionalization of these practices, claiming that they were not simply perpetrated by unethical fringe scientists, but instead were “fully backed by numerous state and federal agencies and social, political, and academic luminaries.” Ultimately, they note, “Public health and eugenics programs shared the same general goal: to improve the well-being of society, whether by altering the environment or by manipulating the gene pool” (Birn & Molina, 2005).

The modern iteration of Public Health is mostly heavily racialist ideology of “Social Justice” with an increasing dash of climate emergency.

However, the public health core competencies for Canada document (release 1.0) does not contain any explicit reference to the essential attributes of social justice within the competencies themselves. We argue that social justice attributes should be integrated into the core competencies and propose examples for consideration.

“There has been much reflection on the need for a new understanding of global health and the urgency of a paradigm shift to address global health issues. A crucial question is whether this is still possible in current modes of global governance based on capitalist values. Four reflections are provided. (1) Ecological –centered values must become central in any future global health framework. (2) The objectives of ‘sustainability’ and ‘economic growth’ present a profound contradiction. (3) The resilience discourse maintains a gridlock in the functioning of the global health system. (4) The legitimacy of multi-stakeholder governance arrangements in global health requires urgent attention. A dual track approach is suggested. It must be aimed to transform capitalism into something better for global health while in parallel there is an urgent need to imagine a future and pathways to a different world order rooted in the principles of social justice, protecting the commons and a central role for the preservation of ecology.”..

‘Social justice’ and ‘health equity’ are core values in public health. Yet, despite their normative character, the numerous normative accounts of social justice and equity are rarely acknowledged, meaning that these values are often unaccompanied by an explanation of what they require in practice. The objective of this study was to bridge this normative scholarship with information about how these ‘core values’ are integrated and interpreted by Canadian public health policy-makers.
Methods
Twenty qualitative interviews with public health policy-makers recruited from public health organizations in Canada, analyzed using an ‘empirical ethics’ methodology that combined empirical data with normative ethical analysis involving theories of justice.
Findings
Participants viewed health equity and social justice as distinct, where the former was perceived as ‘clearer’. Health equity was conceptualized as focusing attention to ‘proximal’ disparities in access to services and ‘materialistic’ determinants of health, whereas social justice was conceptualized as focusing on structural issues that lead to disadvantage. Health equity was characterized as ‘neutral’ and ‘comfortable’, whereas social justice was characterized as ‘political’ and ‘uncomfortable’.
